The EU puts Sri Lanka’s 2024 GSP+ utilisation at a record 69%, not 49%. The shortfall is apparel’s, at 57% — and a second clock started on 1 July.

The EU’s new GSP Regulation applies from 1 January 2027. It replaces the Kyoto Protocol with the Paris Agreement among the conventions GSP+ depends on, and makes every beneficiary reapply by end-2028 — putting a climate pledge inside a Sri Lankan trade file worth about EUR 1.5 billion a year.
